Terms of Reference

Scope and Objective

The ICTSB has established the Smart House Standards Steering Group (ICTSB/SHSSG) to act on its behalf as a forum, with the participation of market players, to make recommendations to the standards bodies, industry and the regulatory authorities on Smart House systems and services standardization issues. It shall focus on strategic coordination of standardization programmes, taking into account the need for longer-term planning of standards issues.

Smart House systems and services to be dealt with by the group are restricted to residential houses.

Membership

The Group shall comprise representatives of market players involved in Smart House systems and services.

The Group shall include members and observers with an overall strategic interest in Smart House systems and services, including those from Design for All and Assistive Technologies perspective. Members and Observers will be expected to participate fully in the Group's activities on a regular basis. Other experts or guests may be invited as appropriate.

The Chair shall be a market player able to provide industry direction to SHSSG (as for ICTSB).

Working methods

The Group shall meet as required; full electronic working facilities in terms of an email exploder and/or ftp server shall be provided. Decisions shall be by consensus. Any difficulties in reaching consensus shall be referred to the ICTSB for advice or decision. Decisions shall not be binding on member organizations and their implementation subject to the normal procedures in these organizations.

The Group shall work on a voluntary basis but may be supported by funded activities.

The Group's members are encouraged to participate in relevant international and global standardization efforts in order to both report on relevant activities and achieve the group's strategic aims through the relevant bodies.

The Chair shall be appointed by the Group and endorsed by the ICTSB. The Secretariat shall be provided by an ICTSB member organization.

Reporting

The Group shall prepare regular progress reports to the ICTSB. It will publish and disseminate recommendations to its members, to the European Commission/EFTA and other stakeholders. The ICTSB shall review the ongoing activities of and need for the Group as required.
